The UM Surabaya Institute for Gender Studies (LKG) held a discussion with the theme "Free Sex in Permendikbudristek No 30 of 2021: Really? The event which took place virtual zoom (15/11/21) was attended by hundreds of participants ranging from lecturers, students and gender activists. This discussion was motivated by the high number of cases of sexual violence that occurred in tertiary institutions in Indonesia.

The head of the Masulah Institute for Gender Studies gave a direct introduction. The event was opened by Vice Chancellor IV UM Surabaya. Three speakers who attended this activity were Satria Unggul Wicaksana, a lecturer at the Faculty of Law of UM Surabaya who is also a KIKA activist, Aristiana Rahayu, a lecturer at FKIP UM Surabaya, who is also a gender activist and observer of children, and Nadief Rahman Harris, President of BEM UM Surabaya.

Satria Unggul Wicaksana said that the issuance of Minister of Education and Culture Regulation No. 30 of 2021 concerning the prevention and handling of sexual violence in tertiary institutions provides fresh air as well as hope for the protection and fulfillment of victims' rights.

"My position agrees with the regulation, but there must be a slight improvement from the consensus of article 5 paragraph 1, the need for massive socialization and involving many parties needs to be carried out immediately to equalize perceptions, including involving religious elements and also universities, so that the PPKS Permendikbud does not just become a tiger. paper, but in practice it is weak.” he said.

Furthermore, Aristiana Rahayu said, the implementation of the PPKS Research and Technology Permendikbud can be started from the ratification of SOPs in the campus environment, because of his experience in assisting victims, the traumatic impact is very fatal.

"This discussion is very important, considering that this case does not only occur in universities, but can attack starting from Early Childhood Education. I have accompanied victims of sexual harassment, it turns out that they need a comfortable environment because the effects of severe trauma can cause hallucinations," he explained.

Meanwhile, Nadief Rachman emphasized the importance of having a task force in student organizations, the lowest level being at the department level, and creating a reporting system within the campus environment. as well as involvement in decision-making involving students who in this case can be represented by BEM PTM Indonesia.
