The Indonesian Presidential Candidate (Capres) Ganjar Pranowo was widely discussed, after he appeared on a call to prayer broadcast on a private TV station owned by high-ranking party officials supporting Ganjar Pranowo in the 2024 Presidential Election, several parties such as the Election Supervisory Agency (Bawaslu) and the Indonesian Broadcasting Commission ( KPI) is currently conducting an investigation.
There are at least several analyzes presented by Satria Unggul Wicaksana Prakasa, as a Lecturer at the Faculty of Law, Muhammadiyah University of Surabaya regarding this phenomenon. In the statement there are several reasons that need to be identified.
Firstly, all parties are required to exercise restraint in campaign activities, especially for Presidential Candidates who have just been declared by the supporting party/joint of parties, because the legal mechanism has clearly regulated the campaign mechanism, Article 38 in conjunction with Article 40 (1) of Law Number 42 of 2008 Concerning the General Election for President and Vice President, the campaign as intended in Article 38 paragraph (1) shall be held from 3 (three) days after the KPU determines the names of Candidate Pairs until the start of the quiet period.
Second, based on Article 213 of Law Number 42 of 2008, it explains about election crimes for violations during the campaign period, where every person who deliberately carries out a campaign outside the time schedule determined by the KPU for each pair of candidates as intended in Article 40, will be punished with a crime. imprisonment for a minimum of 3 (three) months or a maximum of 12 (twelve) months and a fine of at least IDR 3,000,000.00 (three million rupiah) or a maximum of IDR 12,000,000.00 (twelve million rupiah), this is also explained further in KPU Regulation Number 15 of 2023 concerning General Election Campaigns, the period is 75 days starting from 28 November 2023 – 10 February 2024, so that the pattern of "covert campaigning" should not be carried out by anyone.
Third, campaign models using religious symbols have become commonplace to attract vote gaters, the majority of voters in Indonesia who are Muslim voters. This danger has been warned by Vedi R. Hadiz, with the terms Islamic populism and the decline of democracy, so it is important to localize the use of media, symbols and methods that lead to the use of these religious symbols.
Fourth, encourage the resolution of this problem by Bawaslu and KPI to ensure that broadcast content is not used for campaigns prematurely, and is owned by the Party Chair who has the potential for a big conflict of interest in broadcasting the campaign, not only in the Ganjar Pranowo phenomenon, but also with the owner other mass media.
Fifth, urge the public to become stronger in digital literacy and political literacy so that they can identify various forms of violations at the stages of the 2024 Election that occur in the future so that they do not happen again.
